Key team members
David Jobbins
David has worked in a number of NHS roles over the last 20 years, most recently as Foundation Trust lead at South West London & St Georges Mental Health Trust. Prior to that, David was Director of Strategy & Systems Development at Croydon Primary Care Trust. He has extensive experience of leading on mental health commissioning and development, and partnership development. Additionally, David has in depth knowledge of other areas, including primary care commissioning and development in his various roles. Earlier in his career David was also Health Access Adviser for the Refugee Council.
David lives in South London and among his other interests, he is Chair of Mind in Waltham Forest and a keen supporter of Bath Rugby. David can be contacted at david.jobbins@csl.nhs.uk
Andrew Turnbull
Programme Director: Children and Families
Andrew previously worked as a member of the joint Department of Health and Department for Eduction and Skills Children Trust Team and one of the Regional Change Advisors for the Every Child Matters agenda in London. He spent a number of years as a manager of social services and children's multi disciplinary teams before joining the Social Services Inspectorate to jointly lead on the Department of Health Quality Protects Programme in London. Andrew is keen to ensure that there remains a clear focus for children during a period of significant change across NHS organisations. In particular, to work with NHS colleagues and partners to facilitate organisational development and service improvement for children and their families both within Health Services and in partnership with Councils. Brendan McLoughlin
Programme Director: Wellbeing, Inclusion and Psychological Therapies
Brendan is the London Development Centre lead for London on mental wellbeing, social inclusion (which includes employment & housing) and Improving Access to Psychological Therapies (IAPT).
Joining the London Development Centre from the beginning on 1 July 2002, Brendan has performed a number of roles within the organisation. Brendan’s background in a variety of roles within the field of mental health on both operational and policy development issues ensure that he is well placed to take forward high priority issues within the London Development Centre team.Brendan can be contacted at brendan.mcloughlin@csl.nhs.uk
Fionuala Bonnar
Programme Director: Mental Health Services
Fionuala is the London Development Centre lead for London on Specialist Mental Health services. She also leads on Mental Health First Aid (MHFA) for London.
Fionuala joined LDC in June 2003. Fionuala’s expertise in redesign and change management and background in a variety roles within the field of mental health and local authority on both operational and policy development issues make Fionuala’s expertise well placed to take forward new and exciting initiatives such as the Mental Health First Aid. Sean Farran
Programme Director: Mealth Health Commissioning, Mental Health in Later Life & Equalities
Sean has worked in the public sector for over 20 years. A mental health nurse by training, he moved into workforce development and education commissioning in the late nineties and then into the commissioning of health services. Previous roles include Associate Director of Partnerships at Wandsworth PCT and Senior Commissioner at the National Commissioning Group.
He has a broad experience and insight into health services, from both a provider and commissioner perspective, and a strong track record in change management, performance improvement and policy implementation.
