The team has been recruited for its expertise and understanding of the diverse needs of London’s population. Our team members ensure that best practice is shared across London so that its population can enjoy higher standards in health and social care services.

The CSIP London Development Centre has a wide and diverse group of networks who help us with service improvement and health and social care development issues.

Andrew CaseyAndrew Casey
Chief Executive Officer - CSIP London

Andrew has held a range of senior management posts within the NHS, including chief executive positions for Oxleas NHS Trust and North Dorset Primary Care Trust. He initially trained as a clinical psychologist and worked clinically in a range of mental health and learning disability services, co-authoring a book on cognitive-behaviour therapy. Over the past 18 years, Andrew has undertaken a variety of management roles in NHS Trusts, a PCT and SHA, including management of joint health and social care services. Andrew joined the CSIP London Development Centre as interim Director at the end of February 2008.

Andrew works closely also with the senior management of NHS London, London’s Regional Public Health Group and the London Health Observatory to ensure that there is an integrated, high quality  delivery of health and social care services to the people across London. Carole OsterweilCarole Osterweil
Deputy Director & Business Development Manager

Carole joined the CSIP London Development Centre as Deputy Director in October 2007.  Carole’s expertise in change management practices across the commercial and public sector underpin the successful change programme delivery currently underway in CSIP London Development Centre. Carole is responsible for supporting the Director of CSIP London in all aspects of strategic business planning, resource accounting, and corporate functions. Denise HartDenise Hart
Head of Communications & Stakeholder Relations

Denise joined the London Development Centre in May 2007 from the Civil Service where for the last 10 years her role was as a Ministerial Press Secretary and Chief Press Officer.  Denise’s communications career has covered a wide range of issues including communications work in the Cabinet Office working for Keith Hellawell, Special Adviser to the PM on drug issues; in the Department of Work & Pensions devising media and stakeholder strategies for high profile social security issues such as the Child Support Agency; and latterly on proactive and emergency environmental communications strategies at Defra eg climate change, avian flu and the Morecambe Bay disaster.

Before joining the Government Communications Network in 1997 Denise worked at operational, policy and strategic levels for the Department of Health & Social Security.

Children, Young People & Families Programme

Andrew Turnbull
Programme Director

Andrew previously worked as a member of the joint DH/DfES Children Trust Team and one of the Regional Change Advisors for the Every Child Matters agenda in London. He spent a number of years as a manager of social services and children's multi disciplinary teams before joining the Social Services Inspectorate to jointly lead on the DH Quality Protects Programme in London. Andrew is keen to ensure that there remains a clear focus for children during a period of significant change across NHS organisations. In particular, to work with NHS colleagues and partners to facilitate organisational development and service improvement for children and their families both within Health Services and in partnership with Councils. Health & Social Care in the Criminal Justice System Programme

Gordon King
Programme Director

Gordon is the Health & Social Care in Criminal Justice (HSCCJ) lead for London, working for Offender Health Trust and Care Services Improvement Partnership (CSIP). Gordon joined the CSIP London Development Centre in May 2007.

NIHME Mental Health Programme (Including Equalities & Delivering Race Equality)

Melba WilsonMelba Wilson, OBE
Programme Director

Melba was appointed National Director for Delivering Race Equality in Mental Health (DRE) Programme in November 2007.

Jim SymingtonJim Symington
Programme Director, National Lead for Mental Health Legislation

Jim has worked as National Lead for Legislation since June 2006. He is a member of the Mental Health Act Implementation Advisory Group and a senior advisor to the Department of Health.

Since 2004 he has worked at the CSIP London Development Centre where he led a number of regional programmes including mental health in criminal justice and commissioning.  Jim’s background in a variety of roles within the field of mental health give him the breadth and depth of experience to advise on implementation of Mental Health legislation. Brendan McLoughlinBrendan McLoughlin
Programme Director, Wellbeing, Inclusion and Psychological Therapies

Brendan is the CSIP London Development Centre lead for London on mental wellbeing, social inclusion (which includes employment & housing) and Improving Access to Psychological Therapies (IAPT) on two major areas of the NIHME Mental Health programme.

Fionuala BonnarFionuala Bonnar
Programme Director, Mental Health Improvement

Fionuala is the CSIP London Development Centre lead for London on Specialist Mental Health services. She also leads on Mental Health First Aid (MHFA) for London.

Fionuala joined LDC in June 2003.  Fionuala’s  expertise in redesign and change management and  background in a variety roles within the field of mental health and local authority on both operational and policy development issues make Fionuala’s expertise well placed to take forward new and exciting initiatives such as the Mental Health First Aid.

Clive StevensonClive Stevenson
Service Improvement Lead

Clive is the Service Improvement lead for the CSIP London Development Centre. Clive joined CSIP London in 2004 from his post as Director of Nursing Services in Buckinghamshire. 

Clive’s background is in mental health nursing with particular clinical interests in systemic family therapy and working with substance misusers. In the late 1980s Clive moved into executive roles,  managing a range of services in adult mental health, substance misuse, older people’s and child and adolescent mental health.

Clive is able to use his extensive operational and managerial expertise within the role of  the Service Improvement lead at LDC to ensure that practical and innovative practices are shared across the broad spectrum of LDC partners and stakeholder organisations.

Christine Lewis
Carers Advisory Group Lead

Christine chairs the CSIP London Development Centre Carers Advisory Group and is a member of Rethink London Regional Reference Group.

Christine supports a family member and a friend who both experience schizophrenia and has cared for someone with a longstanding eating disorder.  A retired civil servant, Christine is an active mental health campaigner.  She facilitates a local carers’ support group and is on the Wandsworth Mental Health Local Implementation Team (LIT).

Some of Christine’s recent roles within the Carers Advisory Group include serving on the London health Pathway Group and national Department of Health advisory groups on the new Mental Health Act and the CPA Review. Christine can be contacted at cltye31@googlemail.com.

Capital Volunteering

Programme Director, Capital Volunteering Programme

Claire took up the position as director of Capital Volunteering in 2004, when the programme was first established. Capital Volunteering is a pan London programme which aims to tackle issues of mental health and social inclusion, through volunteering.

Social Care Programme

Ian Winter
Programme Director Social Care

Ian is the improvement lead for adult social care in London, working for the Department of Health through the Care Services Improvement Partnership (CSIP).

Ian joined the CSIP London Development Centren in September 2007.

Ian’s background is in social care.. Through the 1980s Ian managed children’s services in South Essex before moving on to the implementation of the Community Care reforms in 1991.

Ian was Assistant Director in Northamptonshire responsible for the implementation of community care, managing commissioning, planning and policy. In 1997 Ian was appointed Director of Social Services (Children and Adults), a post he held until 2003

Dignity Campaign & Older People's Mental Health Programme

Lesley Carter
Regional lead for London

Lesley is the London Lead for the older people programme.  Lesley has a registered mental health professional background with experience in a range of clinical, managerial, operational, strategic and director posts.

Lesley’s career has focused around sharing learning, improving practice and service delivery within older people’s services across health and social care.  She is an advocate for older people and actively promotes partnership working

Lesley joined the CSIP London Development Centre in 2005 and has worked with a wide variety of organizations within London’s health, social care, voluntary and independent sectors.  Lesley is the London lead for the national Dementia strategy and is leading the London review of No Secrets and co-ordinates the London Dignity Champions network.  To contact Lesley email her on Lesley.carter@londondevelopmentcentre.org or call on 020 7972 4606.

Putting People First

Bernadette Simpson
Regional lead for CSIP London Development Centre

Bernadette works for the personalisation programme of the Care Services Improvement Partnership (CSIP). Her role in London involves acting as a link between the national programme and regional activity in relation to personalisation and supporting and developing User Led Organisations. She also leads nationally for CSIP on issues in relation to older people and personalisation. 

Previous work within CSIP includes work to increase take up of direct payments, supporting improvements in implementation of the NSF for long term conditions and a review of wheelchair services.

Valuing People

Linda Jordan
Regional London Lead

Linda Jordan is the London Regional Advisor with the Valuing People Support Team and has been in this post for four and a half years. Linda was previously a senior local authority officer and before that had been a teacher for fifteen years. Linda was an elected member in a London Borough between 1986 and 1994 during which period she led the development of an inclusive education strategy which is still seen as the most advanced in the country.
